Turn off rtvscan exe

We are using Symantec Antivirus. When we are using Microsft Virtual PC a process called rtvscan. When we are using VPC we are not connected to the internet or network so we do not need Symantec Antivirus. How can I turn it off? I have tried disabling and rebooting but rtvscan.
